The parties agree that a performance rating plan has not been established as provided in Section 1401 of the Comprehensive Merit Personnel Act (CMPA). The present system used to evaluate performance will continue to be used until such time as the performance rating prescribed in Title 14 of the CMPA is established after negotiations with the Union.
